		<description>This is an excellent idea of the Frankford Civicn Association to change the zoning code to distinguish between different types of multiple family dwellings to create a distinct category for recovery houses, halfway houses, boarding houses, et cetera.  Rep. Payton&#039;s view that Frankford will always have recovery houses until the property values get too high for them to be profitable or economically feasible is often correct, unless the law is changed.  I propose a zoning change to require that they are evenly dispersed throughout the City.  This would take the pressure off Frankford, Germantown, Wister, Tioga-Nicetown, and West Phila. which historically have been inundated with such social services housing entities.  If, the government treated all neighborhoods fairly, then the economics of the neighborhood would not be the determining factor as Rep. Payton points out.</description>
